Program Details:

This position is in support of sustainment and modification of the United States Air Force (USAF) Electronic Technical Information Management System (ETIMS) program.  ETIMS is the Air Force System of Record for Technical Order (TO) management and is the Air Force’s Enterprise Defense Business System for managing TO records.  Technical Orders (TOs) are military orders containing the authoritative procedures and instructions for operating and maintaining all U.S. Department of the Air Force equipment and systems.  ETIMS provides access to the official TO cataloging, managing, storing, distributing, and viewing capabilities needed by the operators and maintainers to support all Air Force weapon systems and equipment items.

The Government Program Office is located at Wright Patterson Air Force Base in Dayton, Ohio.  The development and support team are geographically dispersed and teleworking our daily working protocol.   

THTBC is seeking a customer-oriented Senior Project Control Analyst with Government Contracting expertise to join our team.  The ideal candidate has experience with budget management, financial analysis, cost analysis, accrual accounting, and/or procurement. They will be a self-starter who has considerable experience working independently as well as within a team and can work proactively and with limited supervision.  This program requires a highly qualified person who can successfully build trusted relationships with both internal stakeholders and external customers.  The ideal candidate is eager to learn and will thrive by using problem-solving skills to recommend and help implement innovative process improvement solutions to improve program execution. 

The Senior Project Control Analyst will support the Program Manager (PM) by monitoring and analyzing performance of the contract and will oversee and maintain the project budget and project schedule to ensure the project stays within budget and is completed on time.  The Senior Project Control Analyst is the primary Point of Contact (POC) for all aspects of Project Control and is expected to keep accurate records of expenditures and timelines, identify variances to the project budget and project schedule, and demonstrate the ability to continually adjust and re-forecast.  The Senior Project Control Analyst will be expected to use financial analysis skills to assess performance and provide regular updates to the PM and should be capable of taking steps to proactively manage project cost, schedule, and performance challenges.

Responsibilities include, but are not limited to:

  • Review General Ledger statements, Trend Reports, and Labor expenditures to analyze and report program spend plans by Contract Line-Item Number (CLIN) and Contract Type
  • Develop and maintain forecasting models (Estimates at Completion (EACs)/Estimates to Completion ETCs) for Time and Material, Fixed Price, and Cost type CLINs 
  • Conduct cost, schedule, and contract performance variance analysis (budget vs. actual expenditures and planned vs. actual timelines) and identify trends and potential mitigations, as needed
  • Work closely with Accounting/Finance to meet accounting Close Cycle deadlines (review and update accruals; review and prepare financial data for billing and reimbursement, etc.) 
  • Demonstrate ability to identify, reconcile and work with necessary stakeholders (Accounting/Finance, Payroll, Purchasing, Subcontractors, etc.) to resolve discrepancies (i.e., invoices, financial and Project Status Reports (PSRs), etc.) 
  • Track program payments and post against program performance
  • Oversee auditing of project financials 
  • Monitor Subcontractor funding and expenditures and analyze Subcontractor costs and spend rates
  • Review, validate, and approve Subcontractor invoices 
  • Work with all necessary stakeholders to coordinate payments to Vendors and Subcontractors
  • Understand and track Unbillable expenses with proactive actions to monitor, improve, or maintain profitability
  • Provide analytical support and inputs for Monthly Status Reports (MSRs) on a monthly basis and Program Management Reviews (PMRs) and Financial Manpower and Expenditure Reports (FEMRs) on a quarterly basis
  • Develop and Maintain financial Basis of Estimates (BOEs) and provide pricing support for add-ons or modifications to current programs
  • Gather inputs from PM and other key teammates to perform “what if” exercises base on potential program changes and advise how various scenarios or potential operational decisions affect contract revenue, Direct Labor, profitability, remaining funding, Subcontractor funding, and other financial and contractual aspects of the program
  • Prepare various reports for internal stakeholders in a cross-functional team
  • Document, report, and maintain the project Integrated Master Schedule (IMS) and be able to recommend necessary actions to improve project progress
  • Work and interact directly with program team members and participate in team program meetings
  • Provide any ad hoc financial analysis as required

Minimum Requirements:

  • Must be vaccinated in accordance with all Executive Orders, Government mandates or requirements, contractual requirements and company policy.
  • Bachelor's Degree in Finance, Accounting, Business Administration or equivalent.  Relevant Experience may be counted towards education.
  • Minimum 2 years direct experience in government contracting project controls.   Additional experience in budgeting, financial analysis, and cost control can be substituted.
  • Must be skilled in Microsoft Business Suite, particularly using advanced Excel capabilities and functions such as lookups, pivot tables, and dynamic charts and graphs
  • Excellent verbal and written communication skills
  • Highly organized with strong attention to detail
  • Ability to manage multiple competing deadlines and prioritize workload effectively

Preferred Experience/Skillset: 

  • Basic understanding of Project life cycle and Project Management techniques (including Agile)
  • Basic understanding of Accounts Receivable, Accounts Payable, and Payroll applications
  • Experience with Procurement and/or Ordering procedures to include experience with Purchase Orders / Purchase Requisitions 
  • Proficiency in MS Project Preferred
